CHARGE I
Abuse of the Fine System
Fined the Henderson family $200 for a garden gnome deemed "inconsistent with neighborhood character." The gnome was 11 inches tall. The approved maximum? 12 inches. The gnome was compliant. Colleen fined them anyway because she "didn't like its expression."
CHARGE II
Embezzlement of Community Funds
$4,300 earmarked for the Holiday Block Party somehow became a "landscaping consultation fee" paid to her cousin's company. The block party was downgraded to a folding table with store-brand lemonade. Children cried.
CHARGE III
Selective Enforcement of Patio Regulations
Denied THREE patio extension requests in Q2 alone, citing "aesthetic disruption." Meanwhile, Colleen's own 400-square-foot patio expansion was approved unanimously at a meeting where she was the only board member present. At 6AM. On a Saturday.
CHARGE IV
The Great Mailbox Color Scandal
Changed the approved mailbox color from Eggshell (#F0EAD6) to Ivory (#FFFFF0) without a community vote. 14 families were fined for non-compliance before the change was even announced. Total fines collected: $2,800. Coincidentally, this matches the cost of Colleen's new driveway pavers.
CHARGE V
Unconstitutional Trampoline Ban
Banned all trampolines citing "liability concerns." When residents pointed out the CC&Rs contain no trampoline provision, Colleen amended the CC&Rs herself and backdated the amendment. Multiple witnesses confirm the document smelled like fresh ink.
CHARGE VI
Weaponization of the Architectural Review Committee
The ARC hasn't approved a single exterior paint color that isn't beige since Colleen took office. 47 submissions for "Agreeable Gray" — the number one selling paint color in America — have been rejected as "too bold."
CHARGE VII
Suppression of Meeting Minutes
Residents who've requested copies of board meeting minutes have been told they're "under review" for eleven consecutive months. When Karen Delacroix filed a FOIA request, Colleen reminded her that HOAs aren't government entities. She then fined Karen $150 for "aggressive correspondence."
CHARGE VIII
The Pool Hours Incident
Changed pool hours from 8AM–9PM to 10AM–4PM because she "could hear children from her living room." Her house is four blocks from the pool. This was presented as a "noise reduction initiative." The pool was later reserved exclusively for "board wellness retreats" on all weekends in July.
CHARGE IX
Rigging of the Annual Chili Cook-Off
Colleen has won the Shady Pines Chili Cook-Off for three consecutive years. She is also the sole judge. When residents proposed a blind tasting format, the motion was tabled because Colleen claimed a "conflict of scheduling." The cook-off is always on the same Saturday.

Colleen Has Responded
Rather than address any of these charges, Colleen launched her own website at
shadypineshoa.org calling us "a small but vocal group." She also threatened to fine anyone who visits this site.
Read it. It proves every point we're making.
I painted my front door Sherwin-Williams "Naval" — a tasteful navy blue approved in 14 other HOAs in this zip code. Colleen said it was "confrontational." I was fined $400 and told to repaint it "Accessible Beige" within 72 hours. It was Thanksgiving weekend.

My son's basketball hoop has been in our driveway for six years with no issues. The week after I asked about the missing block party funds at the open forum, I received a violation notice. Coincidence? I've been fined every month since.

I've served on four HOA boards across three states. I have never seen a president unilaterally amend CC&Rs, eliminate oversight committees, AND win their own chili cook-off. This isn't governance. This is a regime.
Tom B. — Lot 23, Former HOA Board Member
She told me my wind chimes were a "noise ordinance violation" and I needed to remove them or face daily fines. I don't have wind chimes. I have never had wind chimes. When I pointed this out, she said she'd "make a note of my hostility."
Janet K. — Lot 88, Shady Pines resident since 2019
The community garden was thriving until Colleen decided tomatoes were "visually aggressive." She replaced the entire garden with ornamental rocks. She calls it the "Serenity Zone." Nobody is serene.
